If a license is granted to any person or organized organization for the distribution of electricity in an area according to this Act, no license shall be given to any other person or organized organization for the distribution of electricity in the same area during the period of such license. But if it is seen that the person who got the license is not able to meet the demand of electricity in that area, then any other person or organization can be given a license to distribute electricity in that area.
